I think I figured out the solution to both problems (default arccabview and the ini files created by each open game in the root folder):

In the "ini" folder, open "mame.ini", and right at the beginning in "CORE CONFIGURATION OPTIONS" write in "writeconfig" the value "0".

Thus the arccabview, if it appears activated when a game is played for fist time, it will be enough to change it only once in "Silder controls" (is a partial solution, but faster and more easy than the other options).

And ini files will no longer be created in the root folder for every game played. If the game properties are modified the resulting ini file will be saved in the "ini" folder.
