Alguém consegue criar uma XML com as informações oficiais das roms para hyperspin ?

No se puede porque no es el MAME oficial, es una compilacioón unoficial y hackeada.
Puede utilizar EmuLoader, Hyperspin es una grande mierda, juega normalmente en tu pc.
